New Requirements for Selling or Distributing Cannabinoid Products in Utah
The Utah Chiropractic Physicians Association (UCPA) is sharing an important update for all healthcare professionals and businesses involved in selling or distributing cannabinoid products in the state of Utah.
Due to evolving legislation and regulatory requirements, chiropractors and retailers must ensure they are fully compliant with state law to avoid fines and interruptions to their practice. Here’s what you need to know:
✅ Licensing, Bonding & Filing Requirements
1️⃣ Industrial Hemp Retail Permit
All retailers must obtain an Industrial Hemp Retail Permit from the Utah Department of Agriculture and Food (UDAF).

Each individual cannabinoid product must also be registered with UDAF.

2️⃣ Cannabinoid Tax License
A Cannabinoid Tax License is required and can be obtained through Utah’s Taxpayer Access Point (TAP).

Retailers are required to collect a 10% tax on all cannabinoid product sales.
3️⃣ Cannabinoid Products Tax Surety Bond
You must complete a Cannabinoid Products Tax Surety Bond application, with a minimum upfront payment of $500.

🚫 Not Fully Licensed?
If any of these three steps are missing, doctors and retailers must immediately cease selling cannabinoid products and remove them from sales areas until proper licensing is secured.
🔍 Coming in 2026: New Surveillance Requirements
Beginning January 1, 2026, all industrial hemp retailer permittees must:

Maintain a tamper-proof video surveillance system

Monitor who purchases cannabinoid products

Retain video records for at least 45 days

Provide access to UDAF upon request
